PURPOSE OF POSITION: To serve as a Human Resource Benefits Consultant and act as a Benefits resource for the Human Resources Department of a Medical Center dedicated to the care of infants, children, and adolescents. To plan, design, measure, assess and improve Benefits functions and programs in support of CCHMC's Total Rewards Program. These programs include health and welfare plans, life and disability insurance plans, wellbeing and ownership of the employee clinic.

Responsibilities
·Benefit Program Management:
Develop, implement and maintain competitive employee benefit plans that support CCHMC's strategic objectives. Recommend benefit plans which are competitive in the marketplace, cost effective and consistent with market trends and CCHMC's strategic objectives. Makes recommendations for the development and maintenance of benefits policies and practices.
·Analysis
Analyze survey data and market trends and make recommendations of needed changes in the existing structure to maintain external market competitiveness. Analyze medical plan claims data and make recommendations on programs to support population health management strategy.
·Compliance
Monitor compliance with CCHMC's benefits guidelines and applicable state/federal regulation.
·Consultation
Provide information and serve as an expert resource to division personnel and customers concerning Human Resources issues related to benefits. Develops, maintains and delivers effective communications to managers and employees on benefits related processes. Act as an intradepartmental liaison between functions and operations in implementing benefits processes. Consult with HR staff and managers and provide guidance regarding benefits issues. Coordinate and participate in educational training and updates for Human Resources personnel
Planning
Assist in anticipating short and long term requirements regarding processes, technology, equipment and expenditures. Provide recommendations to Benefits Director. Assist in short-term planning process and participate in long-range planning as it relates to Benefits. Evaluate systems and processes and advocate for improvements to the process. Maintain a global perspective of all human resource initiatives to represent an integrated approach to selection and implementation. Evaluate current systems for efficiency, effectiveness and accuracy.

Regulatory Law
Advanced knowledge of benefits related law and regulatory requirements including ERISA, HIPAA, COBRA, PPACA, and other Internal Revenue Code regulations.
Benefits Knowledge
Advanced knowledge of employee-benefits related law and regulatory requirements including ERISA, FML, ACA and applicable Internal Revenue Code regulations.
Technology
Working knowledge of HRIS. Working knowledge of Microsoft Office software.
Professional Knowledge
Expert knowledge and administrative ability sufficient to develop and apply procedures which accomplish complex assignments. Expert knowledge and ability to develop and implement Cincinnati Children's benefits related guidelines, policies and procedures.
Work Initiative
Demonstrate an independent work initiative, sound judgment and attention to detail. Ability to handle multiple tasks simultaneously.
Project Management
Project management, presentation/meeting, design and analytical thinking skills.
Customer Service
Possess a professional, customer service oriented and diplomatic manner.

Required:
·Bachelor's degree in Human Resources Management or a related field
·Minimum 7 years of progressively responsible experience within Human Resources

Preferred:
·Master's Degree
·Certification such as CBP, CEBS, ChHC or RHU
·Experience functioning as a consultant in a complex work environment
