TITLES SUPERVISED: HR Consultant, HR Specialist, HR Coordinator, HR Assistant

PURPOSE OF POSITION: Develop, lead and manage recruitment strategies for a team of seasoned recruiters with an emphasis on talent pipeline to ensure we meet current and future staffing. Team is engaged in attracting, recruiting and onboarding for all Patient Services, Anesthesia and Radiology. Serves as operational and strategic leader partnering withinstitutionalleaders and HR partners to develop recruiting strategies and initiatives for recruitment of nursing, allied health, clinical and non-clinical positions, including strategies for passive and diverse candidates. Leads team in use of all available tools such as social media, keeping abreast of trends and tools. Provides guidance related to team priorities, works to eliminate barriers and coaches for development. May lead initiatives around operational efficiencies and quality improvements such as best practices for enhanced candidate or client experience.

Responsibilities
·Supervision
Provide supervision and work direction to designated staff, including communicating job requirements and assigning work among team members to maximize efficiency and utilize appropriate skill sets. Assist with the recruitment, selection, development, coaching, and motivation of designated staff. Serve as an expert resource to staff in all facets of recruitment and employment. Continuously monitor staff's performance and conduct appraisals and disciplinary actions for assigned staff. Schedule staff and monitor attendance addressing issues pro-actively, consistently and fairly.
·Problem Resolution and Serving as a Resource
Provide information and administrative support to customers concerning Human Resources issues of employment, and employee relations according to departmental policy and organizational practice. Assist employees and managers in the interpretation of personnel policies and procedures. Assist managers and employees in understanding procedures for recruitment and hiring. Serve as an expert resource for division and community personnel across all Human Resource functions. Participate and coordinate special projects which assess, develop or implement initiatives of the division.
·Compliance
Keep abreast of changes in the field of Human Resources. Develop practices to enable Cincinnati Children's to respond to changes in the Human Resources environment. Maintain currency in HR law. Support practices that enable the organization to respond to changes in employment law. Educate staff and monitor the medical center's practice and compliance with regulatory requirements such as EEO and OFCCP as well as standardized recruitment processes. Comply with and support Cincinnati Children's EEO/Affirmative Action efforts in recruitment and selection. Counsel management personnel regarding Cincinnati Children's EEO philosophy and policy. Regularly audit the hiring processes and paperwork of new hires and transfers ensuring policies are followed consistently.
·Management
Assist with monitoring and adhering to fiscal year budgetary guidelines. Approve invoices and check requests as appropriate. Monitor and manage ad spend. Request and manage temporary staff and HR interns/students for Employment Services Participate in and provide strategic input into management and organizational initiatives Monitor and manage applicant tracking system functionality and issues Develop, design and facilitate human resources training related to employment and recruitment. Participates in special projects and initiatives as needed.

Required:
  • Bachelor's Degree
  • 7 years progressively responsible HR experience in Talent Acquisition or a related HR discipline
  • Experience with sourcing strategies and tools for passive candidates, such as social media use

Preferred:
  • Master's Degree
  • BSN
  • PHR or SPHR Certified
  • Experience recruiting or related in a health care environment
