PURPOSE OF POSITION: To provide functionalsupervision of the Contract Department. Assist Director to develop and implement Contracting Policies and inconjunction with Accounts Payable efficiently manage procure to pay cycle.Assist Director to build and execute strategicsourcing plan for supply and service needs; ensure contracting forcapital, supplies, and purchased services to obtain materials and services atmost favorable prices consistent with quality, quantity and efficiency; drive the value analysis and standardizationof supplies to improve value, and enhance patient and employee safety and thepatient/family experience.


MAJOR DUTIES AND RESPONSIBILITIES:

Leadership

Select, motivate, develop and appraise all reportingpersonnel. Represent CCHMC and manage external supply chain relationships,including the Children's Hospital Association (CHA), and the group purchasingrelationships. Maintain contact withvendors and salesmen and peruse hospital publications to keep abreast ofindustry trends, new technologies, current prices, and new products. Manageinternal customer relationship, including both clinical and administrativestaff.

StrategicSourcing:

Determine the organization's long-termsupply requirements, identify sources to fulfill those needs, select suppliersto provide the services, negotiate the purchase agreement and managing thesuppliers' performance. Develop the most effective relationships with theappropriate suppliers; ensure that the optimal price is paid and that lifetimeproduct costs are minimized. Assess when services or processes would providebetter value if they were outsourced to specialist organizations.

Contracting:

Establish procedures for use in competitive bid andnegotiated procurements. Evaluate and analyze competitive bids, collaboratingwith departments on alternative proposals for possible cost savings. Manage the maintenance of comprehensiverecord system for RFPs, contracts, pricing, and material specifications. Ensure complete documentation for allcontracts and contracting activities. Manage centralized contract database.

ResourceManagement

Plan department budgets and supervise department'sprograms within budgetary framework. Vendor management. Manages business relationshipswith GPO's in order to maximize benefit. Establishes performancemetrics/dashboard and reviews with suppliers on a regular basis. Holds regularbusiness reviews with key suppliers and internal customers. Collaborates withbuyers on new and renewal contracts, PeopleSoft data integrity and supplierperformance. Participates in reviewing requests for non-standard product andequipment purchases.

Liaison

Advise department heads of items or services suitableto their specific needs and of items' or services' availability and costs interms of market conditions. Translates customer needsinto sourcing, bidding and negotiation strategies. Cultivates positive businessrelationships with process partners (HR, legal, finance, facilities/projectmanagement, support services, compliance, etc.) collaboratively resolvingproblems, soliciting input, establishing standards, and developing policies andprocedures

Miscellaneous

Follow policies and procedures governing thehandling of confidential information as defined by Cincinnati Children'smission and applicable laws and regulations. Ensure timeliness, accuracy, availability and security of information.Ensure that work areas are organized, cleaned daily and present a safe,accessible, effective and efficient environment for employees, patients andfamilies. Adhere to all safe workpractices and policies in the department. Maintain knowledge and professional skills through cross-training,literature and attendance at department meetings. Perform other duties asassigned.

QUALIFICATIONS:

Required:

  • Bachelor's degree in Business, Finance, Law or related field.
  • 5 years of related experience

Preferred:

  • Experience within an accredited hospital
  • Purchasing Certification
  • Master's degree in Business, Finance, Law or related field.
  • 5 years progressive experience in operational or personnel management
  • Experience in healthcare, pharmaceutical industry or research institution
